SEER2 is a harder test, not worse equipment
SEER and SEER2 both measure seasonal cooling efficiency. SEER2 changed the test conditions to include higher external static pressure — in plain terms, the lab now tests the equipment against realistic ductwork resistance instead of near-ideal conditions.
Because the test is harder, the resulting number is lower for the same physical equipment. A unit that rated 15 SEER under the old method lands around 14.3 SEER2. Nothing got worse; the measurement got more honest.
The Southeast has its own minimum
Efficiency minimums are regional, and Florida sits in the Southeast region, which carries a higher minimum than the northern states because our cooling season is so long.
The practical consequence: equipment that is perfectly legal to install in Ohio may not be legal to install here. Be cautious with online 'deals' on bare equipment — a cheap unit that does not meet the regional minimum cannot be permitted or legally installed in Duval County.
The refrigerant change — A2L
R-410A, the standard for roughly two decades, is being phased down under EPA rules on high-global-warming-potential refrigerants. New residential systems are moving to lower-impact alternatives, principally R-454B and R-32.
These are classified A2L — mildly flammable. That classification drives new requirements for equipment design, leak detection, handling, and technician training. It does not make the equipment dangerous to live with; it does mean installation and service must be done by someone trained and equipped for it.
What this means if you are buying now
Existing R-410A systems remain legal to own, run, and service. You are not required to replace a working system.
If you are replacing, ask which refrigerant the quoted equipment uses, and ask what servicing it will look like in five years. Both answers should be straightforward. Also ask how the proposed SEER2 rating pencils out against your actual Jacksonville cooling load — the payback curve flattens faster than most sales presentations admit, and the highest tier is not automatically the right buy.
Want it measured instead of guessed?
The readings that settle this — pressures, superheat and subcooling, amp draw, static pressure — take a visit. You get the price in writing before anything is replaced.
